Rockpine Joins Second Suit Exposing Dr. Harper for Illegally Placing Child with a Colleague on a False Allegation and Then Doctoring Evidence to Cover It Up.

Rockpine Law joins Reinan Law in filing a second federal suit against Nancy Harper, the Otto Bremer Trust Center for Safe & Healthy Children, Hennepin County and other parties. In summary the suit alleges that:
Violation of Court's Placement Order
Judge Ede ordered the child into a Spanish speaking home. Instead, the County illegally placed the child with a colleague of Dr. Harper, with the intention of adoption. Social Worker Jacob Christensen and County Attorney Therese Price lied to the Court, on the record, three times that the home complied with the Court’s order. This lie was exposed by Dr. Dillman, the foster placement, who admitted that she told the County twice in writing, before and after the first lie, that they did not speak Spanish.
False Abuse Allegations
Nancy Harper accused the parents of abuse, despite at least seven incidents of unexplained bleeding and bruising in three different placements, Mother having the same symptoms as a child, two clotting panels indicating low clotting factors, and no concerns with the parents’ observed conduct.
Risking the Child's Health
Nancy Harper refused to do follow up tests for a clotting disorder despite two tests indicating a disorder, the persistent unexplained bruising/bleeding in three homes, and no social or environmental evidence of neglect or abuse.
Tampering and Retaliation
Nancy Harper has engaged in a pattern of witness tampering, evidence tampering, and fraud to cover up Bremer's false diagnosis, including intimidation, retaliation, and termination against whistleblowers who protested.
Doctoring Records
Nancy Harper and her staff were caught illegally deleting eight medical records after Judge Ede ordered that all records must be released to the parents.
Manipulation of Psychological Diagnosis
Nancy Harper and Dr. Dillman made false allegations of inappropriate conduct by the parents (without even seeing the parents with the child) that they laundered to psychologist Dr. Kroupina to support a PTSD diagnosis for the eight month old child in an effort to prevent the visit supervisor from documenting any more unexplained bruises and the parents from seeing their child ever again.
Spilled Milk
Mother was regularly pumping to provide for her child. The County and the foster placements threw out the milk and switched the baby to formula without telling the parents, resulting in him having feeding issues and fussiness at visits.
Cash for Kids
The County and Dr. Harper get more money from the feds, state, and Bremer the more abuse they find, so they juice their numbers to pump up their metrics or funding. In this case they also illegally sent the child to a colleague in violation of a court order.
